Top K Most Common Words

collections.Counter(words) counts how many times each item appears. Its most_common() method breaks ties by first appearance, which is not always what you want. Sorting with a key like (-count, word) gives you full control: highest count first, then alphabetical.
Write top_words(text, k) that lowercases text, splits it on whitespace, and returns the k most common words as [word, count] pairs. Sort by count descending, then by word ascending. If there are fewer than k different words, return them all.
