Merge a Readonly Config

The Config interface is fully readonly, so you cannot change it in place. ConfigOverrides lets the caller override any top-level field, and any field of the nested api object.

Write mergeConfig(base: Config, overrides: ConfigOverrides): Config that returns a new config. Nested api fields that are not overridden keep their base value.
